Allow for creation of unversioned shared libraries in cmake

In support of Unidata/netcdf-fortran#43, we should add an advanced option along the lines of DISABLE_SHARED_LIBRARY_VERSION for cmake-based builds. This is a harmless option that 99% of people won't need, but it should be useful for anybody who does need it.
