Old test h5_test/tst_h_filters is not being run. Should it be?

There is a test in h5_test called tst_h_filters.c.

At first I thought this was from @DennisHeimbigner, but git log tells me this is mine, from long ago.

Shall I just eliminate this test? Obviously it does not reflect recent filter work, and it has not been run for many years.
