After the HDF5/libsrc4 separation, the HDF5 dispatch layer is separately initialized from the libsrc4 layer.
The libsrc4 layer contains the logging, and (optionally) any user-defined dispatch layers. The HDF5 dispatch layer contains the dispatch layer for HDF5 files.
This PR is in the queue behind #1218 and contains that PR.
