wmsConfig.xml documentation link broken

The doc link in the default wmsConfig.xml file, https://github.com/Unidata/thredds/blob/5.0.0/tds/src/test/content/thredds/wmsConfig.xml#L7 is a broken link.

Maybe https://www.unidata.ucar.edu/software/thredds/v4.6/tds/reference/WMS.html would be better?

Currently the wmsConfig.xml config file is not being used in ncWMS in the TDS v5.0 (I haven't dug into what changes, if any, are involved in the move to edal-java ncwms yet). However, the link in the TDS v4.6.x version was incorrect, so I moved it to the new location (#911). Thanks for pointing this out!
