- get all tests to run for PHP 7.3 in order to establish baseline of what tests run
- supporting services moved to hostname from localhost
- ensure one source of truth for php installation on devcontainer and GitHub Actions
- couch db tests
- memcached tests
- get docker build --cache-from working in Actions
- get xdebug working the devcontainer
- push to packagist
