Stacked Vectors Explanation

I am confused as when it is appropriate to increase the amount of stacked vectors that a brain is using during training. I have some background in Reinforcement Learning, but I cannot find a lot of documentation 'stacked vectors' in the ml-agents repo besides the short description that was given.
