[TF2] Spy cloak meter in hud minmode overlaps with Diamondback crit count

This only affects hud minmode.

In resource/ui/huditemeffectmeter_spy.res change the ypos_minmode value in HudItemEffectMeter from r74 to r94 - it'll match other similar weapon counters like for the Bazaar Bargain.

Also for all item effect meters, the ypos_minmode value of ItemEffectMeterLabel should be changed from 0 to 1 so that the label is not right up against the bar like in the screenshots above.

The TF2 team does does visit this issue tracker, but if we don't hear anything in a reasonable time frame, then a friendly email would make sense.
