  • Steam client version (build number or date): Feb 18 2019
  • Distribution (e.g. Ubuntu): KDE Neon (Ubuntu 18.04)
  • Opted into Steam client beta?: No
  • Have you checked for system updates?: Yes

Please describe your issue in as much detail as possible:

Steam client doesn't download games and updates at full speed (2MB/s) and keep slowly on 400-500KB/s as shown here:

I had tried many way like disable IPv6, install and configure dnsmasq (sometime my PC can't resolve host but I solved it already).
Please help, I'm so tired
