H&M spawn AI when player enter in city and remove them when player leave. So it is not necessary to add headless for them. This will also add desync to player.
But it could be interesting to add Headless for enemies patrols which are present what ever is the player position.

onPlayerDisconnected could be use to detect HC deconnection
