Rate Limiting — In the real world all APIs need some sort of rate-limiting #7

It would be good to add a section on rate limiting to the docs. Also add a 429 Too Many Requests error to http-response-codes

The existence of rate limits can be documented in the swagger doc, as well as reported back to the API Consumer either via meta data or a header.
