Parser converts source submission file rather than the requested #17

Consider the submission file that was downloaded during the submission process and then moved to the production workflow stage. If a user request to convert that file, the source file will be converted instead. See: https://forum.pkp.sfu.ca/t/docxconverter-plugin-generating-the-xml-file-in-the-initial-submission-step/74372/2
