Volkshash Hotfix Mempool Release

The change is a simple two digit change but it changes how coins are send in future policies and dusting policies .

Found the issue of mempool pay per KB increments under the policies of the coin, which is multiplied above expected transactional costs and size when mempool is busy .
Due to mempool being extremely busy doing transactions the amounts being generated beyond out at 100KB when doing 100 Million VHH at a cost of 22kVHH to 100k VHH which is unreasonable for any coin .

To resolve this issue will require a bit of a hotfix as it's part of the old mempool bitcoin policies which is a future const .

What must you do as a user/pool/exchange :
Just update the wallet once released and go on , old wallets will be rejected and old wallet blocks after the hotfix.

Can all users advise their respective pools/exchanges to see this discord message, doing final tests to see if any transactions is rejected with the policy update .
