Removed frozen and unfrozen cgroup configuration which are outdated and are also not required. This passes testFreezerKillExitCode test case. Critical threads go to top-app, less critical threads currently go to system-background, but this starves SF and leads to performance regressions. Moving SF to the foreground cpuset still puts it below the most critical threads, but allows it to use some of the big cores.
