NPM install for contracts

Ideally these contracts are published as an npm module and consuming projects can just use the pre-built artifacts from versioned releases. This is how we would like to consume this in the sommelier testing suite.

NPM is for JavaScript code. We created wc117/contracts, but this contains no tests.
