Issue Tracking in BS template needs to be removed

"Issue Tracking" uses the "linked text" pattern - text followed by a
url. Just a url by itself is invalid and'll cause a crash.
But really, Bikeshed already auto-inserts an issue-tracking entry if
it knows you're in a GitHub repo. The important thing is to point to
the official repo, rather than any fork someone might be working in,
so you really want Repository: WICG/{repo} only, and delete Issue Tracking entirely.
