Update fledge-tester-list.md (#1178)

I am Greg Castro from Mobvista (parent company of Mintegral). Jason Louie, Business Development @ Google and Mobvista's main point-of-contact at Google, suggested we edit this table to express our interest in testing the Privacy Sandbox.
