FLEDGE Explainer language is out of date #694

The Fledge explainer describes it as "an early prototype" that will be used for Chrome to run an OT "during 2021". Now that protected audiences is about to ship in Chrome, the explainer should be updated to describe what's actually shipping and what we learned from OT (since this is what other implementers and TAG will look at first to get a sense for the API).

Perhaps the first thing to do would be to link to the devrel docs which seem to be more up-to-date and a more approachable place to start?
