Update integration with the permissions API #84

The permissions API has changed. This issue tracks changes necessary to update the integration with the permissions API.

The current version of the permissions API does not formally specify permission storage and so this is a good opportunity to resolve some of the W3C TAG feedback by including non-normative text about how a chooser can be implemented.

Ping! Does WebUSB work with the permissions API?

The current specification language remains out of date in relation to the current revision of the Permissions API specification. Some work to enable integration between WebUSB and the Permissions API has landed in Chrome but is incomplete.

No further progress on Permissions API integration. I have been busy with other projects. Do you have a response to the question I asked about the motivations behind wanting to integrate with the Permissions API? That will help me prioritize this against other spec work.
