WEIS Updates

These are some of the latest RAFT updates we made as part of the benchmark case studies

• Output platform information for use in OpenFAST
• Some tinkering with BEM frequencies, so they are in a valid range and can be used in RAFT interpolation
• Save RAFT designs as directed by a WEIS modeling input
• Pass BEM directory to model.analyzeCases(), which allows us to run RAFT (pyHAMS) in parallel
• Only send RAFT-valid cases to RAFT, those with spectral wind inputs
• Add reasonable parked turbine set points (90 deg. pitch, 0 rpm)
• Some auto-ballasting fixes we came across

I am going to bring this branch into WEIS as an official subtree, add RAFT-related tests, and maybe add some more to this, if needed. Please let me know if you would like changes.

Any updates on this @mattEhall or @shousner ? This is what we're using in WEIS and would like to have a more official subtree in there.
