Commanders would be far more survivable and independent if they had their own retreat at medium/heavy damage/do-or-die order panel separate from the rest of the units assigned to the commander. A commander set to heavy or even medium retreat while its units are do-or-die could fight more aggressively against armies unassigned to a commander, The commander would be able to sacrifice units auto replenished by factories to press an advantage while trying to ensure the valuable experience its gained isn't lost.
Although it might be acceptable to just set the commander that's ordered to retreat a medium damage have its units retreat at heavy damage instead and the commander set to retreat a heavy damage have its units set to do-or-die.
This idea would also be great on sensor units, However they wouldn't benefit from this as much as commanders would because collecting and preserving experience isn't nearly a priority for sensor units.
