The Sensor, CB Radar, VTOL Strike/CB Radar, and Wide Spectrum Sensor turrets will not target enemy units until it stops moving.
This results in a massive reduction in the responsiveness and functionality of any VTOL and Artillery assigned to or using a sensor unit. Comparing the behavior of VTOL units assigned to commanders and VTOL sensor units exposes how the inability to target while moving is broken and not intentional.
To Reproduce
Continuously order any sensor unit with assigned units/defenses around the enemy and see how nothing happens.
Allow the sensor unit to reach its destination, See how only then will assigned units and defenses start attacking.
Assign VTOL and Artillery to a commander and continuously order it to move around the enemy.
See how everything linked to the commander will start attacking even while it moves.
It's visually subtle with artillery but the game breaking nature of this bug is most obvious when dealing with VTOL:
Allow a VTOL sensor to start targeting a unit.
While an assigned VTOL is attacking the sensor's target start ordering the sensor to move around.
The VTOL will immediately stop attacking and virtually halt mid air to return to a rearming pad.
Allow the VTOL sensor to stop moving and the assigned VTOL will immediately halt returning to the rearming pad and attempt to attack again. If this happens near AA weapons your VTOL are toast.
Expected behavior
A sensor unit that is ordered to move from point A to point B will target enemies detected along the way, Launching attacks and counter strikes to units assigned or defenses available to the sensor. Two sensors with equal range should attack targets at the exact same time regardless if one is moving and the other is not.
