When the window is maximized moving the cursor to the top right corner will trigger a resize. Buttons need a predictable activation area with no gaps even if they have them visually speaking.

The difference between visual gaps (allowing any button style the dev or user wants) and activation area can be fixed by the on mouse over effect (hover) like changing the button color.

Similar issue with scrollbars.

1- Open and maximize KDE Dolphin in a folder with scrollbars
2- Move your cursor to the right edge where the scrollbar is
3- Instead of being able to scroll you will see a window resize action
