- Adds support for Paradox Mods and removes support for BepInEx/Thunderstore
- Settings are now per education level instead of per prefab
- Settings can now be adjusted in the game's settings menu
- Restarting is not required for changes to take effect
- Removed scale capacity with upkeep feature (likely to return later)
