@tabatkins says this is the normal way for setting v2. Add a security and privacy section as well as an empty change log and acknowledgements section.
bikeshed currently fails because there's no MDN data for webaudio-2.
Shortname should be webaudio, but bump the level up. Update the expected errors for all the warnings about missing IDs so MDN features are skipped.
These work so we've verified that the MathJax settings are ok. Remove them.

This just adds the boilerplate for the v2 version of the spec. There isn't anything here.
But verified that MathJax works and updated the expected errors file to include all the warnings now in the spec.
