I'm planning to ask all the contributors to this repository to affirm the new CONTRIBUTING and LICENSE files in the pull request that merges these files to gh-pages, rather than asking on each iteration in the charter branch.

These will govern the contents of the repository only when they're merged to
the gh-pages branch.
* Contributions are preferred through pull requests, and mail and issues
  require that the resulting pull request refer to the mail or issue.
* The dual-licensing request is rephrased to just use the HTML charter as an example.
* The [general group list](http://lists.w3.org/Archives/Public/public-web-bluetooth/)
* The [group "contrib" list](http://lists.w3.org/Archives/Public/public-web-bluetooth-contrib/)
Community Group Participants agree to make all contributions
through pull requests for a particular report in GitHub.

My original text was trying to make it clear that any comment in an issue or on the mailing list is considered a Contribution and licensed under the CLA. I think the new text makes it easier to accidentally take text that wasn't a Contribution. Is that what the CG wants?

I tweaked this from the Web NFC version to include "... employer, if any" to include people who aren't doing this for an employer. I'm not sure that's exactly the right tweak.

These documents are basically saying any contribution to this project is done at your will and does not give any rights to patents and licencing or royalties? @jyasskin

@Jerren34 I have to just refer you to the W3C's description of what their CLA means: https://www.w3.org/community/about/agreements/summary/.
