Synchronize html/syntax/parsing WPT

web-platform-tests/wpt@8e1ef96

Until https://bugs.webkit.org/show_bug.cgi?id=268218 is fixed you have
to be extremely careful when synchronizing this directory, and with
ambiguous-ampersand.html in particular.

No longer skip html5lib_webkit01.html?run_type=write_single in debug
builds as it no longer appears to crash.
