[Xcode] Stop checking USE_LLVM_TARGET_TRIPLES_FOR_CLANG https://bugs.webkit.org/show_bug.cgi?id=249348 Reviewed by Tim Horton. Remove checks in DerivedSources Makefiles and make all target triple logic unconditional. Xcode has built with target triples for years, since at least Xcode 11.
