/counts report unnecessarily escapes HTML when outputting in "reStructuredText" mode

Describe the issue

See #7703, it's basically the same. Tests are already implemented in #7721

I already tried

• I've searched for similar issues in this repository.

Steps to reproduce the behavior

1. Go to a project that has a contributor with HTML special characters in the name (e.g. O'Rely)
2. "Insights" -> "Translation reports"
3. Select "reStructuredText" in "Contributor stats", select appropriate time range and stuff
4. See the name name of that contributor from step 1. It's O'Rely instead of O'Rely.

Expected behavior

The name is O'Rely.
