Forgotten billing during project restore

Describe the issue

Project setup wizard is not retaining billing assignment info.

I already tried

• I've read and searched the documentation.
• I've searched for similar issues in this repository.

Steps to reproduce the behavior

1. Open billing
2. Click "Add new translation project"
3. Choose import
4. See correctly pre-filled billing in the dropdown menu
5. Choose the ZIP backup file
6. follow to the next step and wait for the processing of the upload
7. See Name and URL slug pre-filled; the billing shows "no billing"

Expected behavior

• Retain the billing info
• show a progress bar or notification for the upload/processing part
