The colour of the linked text needs to have a contrast ratio above 3 compared to the surrounding text...

For STG, the @color-A (red) link colour text has a contrast ratio to 2.4:1 to the surrounding normal text colour (@color-Text).

An underline of the link text means that there is a visual difference great enough where the colour contrast becomes irrelevant.
