Add python poetry

This adds poetry to pengwin-setup under the python setup script. This will resolve WhitewaterFoundry/Pengwin#588.

This is also being done for Hacktober fest so please add the tag if needed to count towards it.

I added the basic bash completion but not sure how to address fish, zsh, and oh-my-zsh when comparing to the official doc: https://python-poetry.org/docs/#enable-tab-completion-for-bash-fish-or-zsh
