"Create New or Clone Program" Component has no way to close it explicitly

Current Behavior:

On the P&E dashboard, when clicking on the "Create Program" button, if the user has already created any program then "Create New or Clone Program" Form appears, if the user wants to close this component, then the user has to rely on the browser's back button or manual change in the url to close it.

Steps to Reproduce:

• Navigate to the 'My Dashboard' section.
• Click on the "Create Program" button.
• Observe the component without a cancel button.

Desired Behavior:

The "Create New or Clone Program" component should have a cancel button at the bottom right, providing users with a way to close the component without using browser back button.

Proposed Solution:

Adding a cancel button at the bottom right side of the "Create New or Clone Program" component to allow users to close it without using browser back button.
