Fix Builds: Missing suds-jurko dependency #3370

Builds are failing because suds-jurko is no longer available. It was removed from BitBucket as part of them dropping support for Mercurial repos.

A saved version of the site-packages is available on my computer in case it is needed.

suds-jurko was added in #2784 for performance reasons. It may be acceptable to switch back to suds for now so as not to block the release #3369.

I swapped suds-jurko with suds-community in f3e5493 to see if this community maintained version of suds would be a suitable replacement. That change is currently on staging via the release/1.31.0 branch.

Not sure what the expectations were on CUAHSI before, but I'm getting successes for 0-5,000 sq km, but failures for 5,000 sq km and above with naive searches for "water".

Able to get the results for a HUC-10 on staging, I think that's good enough:
