This should fix the deployment issues we were having with this assembly on the mailhouse cluster.
I also upgraded xunit to get the tests to run again in Visual Studio (they weren't previously running). After upgrading, there were 6 failing tests, but I confirmed (see dd5b1c9) that those tests were already failing before the netstandard changes.
