This PR uses po4a to allow user manual translations to be managed in PO files.
po4a of MSYS2 is used. Install MSYS2 to
C:\msys64orD:\msys64folder and install po4a and diffutils as follows.Run the added batch file
Docs/Manual/update_translations.batto update POT files, PO files, and translated XML files.
