As part of the New Contributor Flow, and to encourage feedback as contribution, I propose we create a page that serves as a directory of sorts for "where to put your feedback". (Inspired by a comment in a meta meeting from @courane01 and @ndiego).

meta.trac should always be a safe spot. At worst, you’ll get pointed to the appropriate place (GitHub) if things are elsewhere. Often it is managed in both places.
