Describe the bug
YouTube nocookie embeds do not work in the YouTube embed block.
This is essential to comply with GDPR IMO.

To reproduce
Steps to reproduce the behavior:

Create a post
Add the YouTube Embed Block
Insert this link https://www.youtube-nocookie.com/embed/9bZkp7q19f0
See error

Expected behavior
I should have the YouTube video embedded with no cookies.

Desktop (please complete the following information):

OS: Windows, Mac, Linux, although irrelevant
Browser Firefox although irrelevant
Version Latest, 69, irrelevant

Additional context
WordPress 5.2.3

Suggestions
Detect YouTube nocookie link and embed accordingly.

Optional/Enhancement
Add general option in the YouTube block to embed with no cookies, irrespective of link.

We had a ticket #12701 about this feature and closed it in favor of the core ticket https://core.trac.wordpress.org/ticket/44610
