Is your feature request related to a problem? Please describe.
We would like the ability to search both users and terms within the LinkControl component suggestions vs only posts.

Describe the solution you'd like
Add both users and taxonomies to search endpoint for LinkControl

Describe alternatives you've considered
Attempted to implement with extending of WP_REST_Search_Handler without success.

This could be applicable to https://github.com/WordPress/gutenberg/pull/22600/files as well.

Taxonomy terms have been added to the link control; users have not.
