HTML Block: Allow height of textarea to be set by user

#16187 is a regression. Limiting an HTML block to 250px makes it practically useless for its purpose (showing code), especially since the horizontal scrolling of the browser is not usable in there. Please revert.

Looks like #16187 was done in response to #8245, which was opened almost three years ago. The older issue states I don't always need to see every line of code in a custom HTML block.

Might I suggest a setting in the HTML block itself that allows you to toggle this feature on/off. This solves the original issue and prevents this issue. I agree with @aurelienpierre. There are many circumstances where you need a larger editor. If I had run into this problem, I would be using Developer Tools to manually extend the height of the block, which is cumbersome to many.

An option such as "Limit Editor Height" with a toggle, that defaults to being toggled on.
