Description

When a sidebar has no widgets, clicking on the block inserter shows an empty list. This only happens on the Widgets screen in the admin area. In the Customizer, the behavior does not happen.

This was originally reported in Trac-53460.

Step-by-step reproduction instructions

  1. Open Widgets screen in the admin.
  2. Open an empty widget area or select and remove all widgets from one.
  3. Click the plus within the widget area to add a block.
  4. Click Browse All.

It can also be seen by clicking the block inserter at the top of the screen directly.

Expected behaviour

All available blocks are displayed in the block insserter.

Actual behaviour

No blocks are displayed.
