Block: Latest Comments - add filter for types of comments

What problem does this address?

Currently the Latest Comments block displays all comments, including approved pingbacks. But site owners might prefer to only have actual comments show, or they might be fine with pingbacks from other sites being included, but would like internal/self-pings to be excluded.

What is your proposed solution?

It would be handy to have a filter to display any combination of comments, external pings, and self-pings, or at minimum to display comments and/or pingbacks.
