Navigation block: Focus moves away when selecting the Start empty using tab key #34362

Description

Focus seem to get lost while adding the navigation block, and then select the Start empty option using the keyboard.

The focus is expected to be on the “Plus” button once the Start empty is selected.

This might be similar to this issue #29948

Step-by-step reproduction instructions

  1. Add the navigation (horizontal or vertical) using the keyboard
  2. Select the Start empty option using the Right arrow key and press Enter

Once the Add block button appears, the focus seems to be lost.

  • Enter key causes no movement.
  • Tab key moves the focus to the Open Save Panel.
  • Arrow keys (any direction) causes the focus to move away from the navigation.

Side note: If I move away from the navigation once, and then navigate back to the navigation, the focus can be placed on the Add Block button.

I can confirm that this is still reproducible (WP 6.0.1 / Gutenberg 13.9.0)

I am going to close this in favor of #29948 as it appears to be the same underlying issue.
