Description

Second-level submenu items are not working in the Navigation block when "Open submenus on click" is toggled on.

Step-by-step reproduction instructions

  1. Insert a Navigation block with a submenu item and a submenu-item of that submenu item
  2. In the block's display settings, ensure "open submenu on click" is toggled on
  3. View the menu on the site and notice the second-level submenus do not appear

I was able to reproduce this. Not sure it's related to #35653. The click event does seem to be triggering correctly and I see the aria-expanded attribute toggling correctly. Could be a CSS issue, but having a hard time figuring out exactly what it is. (cc @jasmussen @tellthemachines)
