What problem does this address?

Missing style settings in Global Block Style, this would be really nice if its available that way all buttons can be styled in global in both outline and fill style.

What is your proposed solution?

Add button Style in Global Style Settings for button blocks.

Block styles are simply a UI for CSS classes and do not have a direct relationship to block attributes. So while I agree this would be handy, I don't think it is technically possible given the way block styles are implemented.
