Block Renaming Followups for 6.5

The following needs to be undertaken in the WP 6.5 cycle.

• - Backport the refactor (bugfix) to the feature undertaken in the wp/6.4 branch
• - Make "metadata" a global block attribute
• - Convert Rename Menu Item to standard menu item not Plugin #55338
• Remove "Rename" option from Navigation Link block #56155

This seems to be the same issue reported in #55612.
