At https://wordpress.github.io/gutenberg/?path=/story/playground-block-editor--undo-redo, the block toolbar is missing.

The goal of that prototype is to show third-party developers how to render the block toolbar in a specific location of their choice and potentially add buttons to that toolbar (undo/redo buttons in the case of the linked prototype).
