Messages from Slack not appearing in Matrix

Expected Behavior

When viewing today's devchat in the #core channel in both Slack and Matrix (Element on macOS), all messages (eventually) appeared in Slack (Matrix ones appeared 1-5 minutes delayed) but the only messages that appeared in Matrix were ones posted directly within Matrix and automated messages from Slack (e.g. GitHub Actions, Commits, Here messages).

Actual Behavior

All posts in Slack should appear in Matrix.
