Fix standalone plugin versions and changelogs

Summary

Follow up to #1062: That PR bumped the standalone plugins versions in the code even though they had already been bumped without a release. For example, Speculation Rules version from 1.1.0 to 1.1.1, however that wasn't relevant as 1.1.0 hasn't even been released yet.

This PR fixes it (covers auto-sizes, dominant-color-images, speculation-rules, webp-uploads).
