Add onRecord escape hatch for OverReactReduxDevToolsMiddleware Logger

Motivation

While testing with another project it was discovered that instance specific onRecord listeners actually act like Logger.root.onRecord when hierarchicalLoggingEnabled is false (default)

Changes

• Add an escape hatch to prevent from logging LogRecords that do not belong to OverReactReduxDevToolsMiddleware.
