3.0.0 Preview 3

This is the third preview release of the Citadel (3.x.x) series

This release incorporates some additions to the dialogue system, pending changes in the config panel, lighting for sprite weapon view models, some wait/delay options, some utility scripts, and a lot of fixes. A full CHANGELOG is included.

Changes were largely made for or in consequence of A Dream Of Valhalla or the upcoming Shattered 2.
